I have found my monk stuck like this pretty occasionally. When my monk mounts up to run to the next mob he will tail right behind him for awhile before blacklisting and moving onto the next, never attacking. I tried a different CC in case it was just an issue with Singular, but I had the same issue with both. I don't have this issue with any of my other characters.

I am using Kicks 12-58 horde profile and it happens everywhere, but only with passive mobs that don't attack unless you attack them first. I originally experience the problem on the Questing bot base but also tested it on Grind Bot and got the same issue. My monk is currently level 44, but I also had the issue at previous levels.

The two CCs I tested were TuanHAMonk and Singular and here are the logs for Singular

Disabled all of the non-default addons, still having the same issue. Here is a log with the addons disabled if needed.

Didn't even know that was on, although that hasn't affected anything.

after that do a CLEAN Install into a new folder, do not re-install to an previous installation and do not copy over any plugins, combat routines or quest behaviors into this new installation.

by doing a clean install we will be able to make sure, that your plugins or anything else causing issues.
