I had the same problem on the last update to honorbuddy when the new patch for WoW went live. Except last time it updated and went through, this time every-time I try and update honorbuddy it says that there was a problem with it and it cannot continue and I have to close the program.
Based on the error the updated does not have the ability to write to the specified folder, all-wcprops is svn related but this could also appear if your .net is corrupt. Click start menu, right click computer then select manage - then go to event viewer and look at windows logs - applications and system - do you see any errors relating to group policy or .net? Have you changed the location of your HB install from when it installed to now? You best option at this point is to do a clean install, this is not an honorbuddy issue. You could try adding the everyone user with full read/write access to the current folder your HB is in and also turning off uac during install or running application as admin, making sure the folder is not read only etc.. But all this would be pointless if a simple fresh install is going to fix you Edit: Its scary how similar your desktop looks to like my gaming pc with the applications etc..
