Currently if you are experiencing any of the issues mentioned in the title during install, buddy wizard, updater etc.. try the following file:

In english this file will:Install All Versions of .NET Framework plus Hotfixes with AIO Runtimes

As the distribution file that you need to download or trys to download is not enough as from my testing some of the older AIO's are required.

This file has resolved all my issues and made life a lot easier as i went to the extreme of formatting my pc and doing a fresh install of win 7 and wow after the issues trying to install HB as i thought my .net installation may have been corrupt.

 

Bumping as i can see the top 2 posts (at the time of writing can be fixed by this but unable to reply in support forums)

 

if you would of asked i could of told you what to install to fix it. theres no need to go though the extremes you've outlined.
