Yeah i have 213 magykarp candies, but my gyarados aparently was transfered :S And i can't believe, because my gyarados was mark favorite.
I think you maxed out your power up for that Pokemon for your current level. You probably still have that Gyrados. You can power up a Pokemon 2 levels above your trainer level. Then you won't be able to power it up anymore...until you level up your trainer.
