Fastest way to gear a 90

I've read numerous threads about this but what is the general consensus? Wod trial up to the end of shadowmoon quests gets full 500 gear? Buying gear from the vendor is 489? BG farming for honor is 550 but takes forever because of Q? Is there any other ways to farm honor? To maximise my 5 man dungeon farming group i want the highest ilvl possible.

timeless isle is i496 gear and maybe an odd 528 from burden, just wod trial and get complete set i510 in a few hours would be better, only higher way is pvp 550 set but that may take ages for lvl 90 que's

 

where is this vendor that sells the 489 gear? or a name

 

489 gear is either from instant lvl 90 or actual raids.
496 is from Timeless Ilse gear (535 with Burden)
Timeless Ilse drops as items or can be bought from a dude around the arena/amphitheater/w/e
