Does anyone know why this happens?
I've been running Honorbuddy for some time and never encountered this issue.
according to The BuddyWizard I'm all good to go.

Thanks for any help you can give me!

Did you download a zip? If yes, I would ensure your Zip is not blocked in properties of the file before extracting. Also check the files you have extract in case the zip was ok.

I unblocked the zip and tried again and it still doesn't work.
Any other idea what it might be?

Strange error. Your probably didn't extract all the files properly. I use winrar (http://www.rarlab.com/download.htm) to extract everything. Either that or an antivirus deleted one of the dll's probably.

I also use winrar and I checked all dll files and everything is there. I also tried reinstalling .net framework to see if that was the problem but no change.
Been scratching my head around this now for 3 days xD

You could try removing all the versions of .net you have installed and then rerunning the wizard. Some users have had problems with having a higher version of .net installed.
