My throw away RaF account was banned a while back, i used it to grant levels to a toon on my main.

Does the RaF benefits still apply ( level granting, summon, etc ) if i add a new license to the banned account so i have to create a complete new one?

RaF bonuses are effective for 90 days.

NO. RAF Bonus is tied to a specific wow account/licence and not the battle.net account.

If its tied to a specific WOW account ( the banned one ), then i should be able to send another invite and use the same RaF bnet account and just link RAF again, without creating a complete new bnet account no?

( I spent gold on the raf account to get heirlooms / basic mounts )

      That's correct.
