Cannot install Visual C++ 2015

Tried installing Pokefarmer, got an error code, api-ms-win-crt-time-L1-1-0.dll is missing from computer.
> I look it up on Google, find that i need to install Microsoft VC
> Tried installing VC, now i get 0x80070005 - Access is denied.
> So i googled it again, tried solving it using something called "Hotfix" and Subinacl.
Made coding with notepad (Reset.cmd)

Update, so i can install 2013 Visual C++, but that leads back onto the first problem.

I checked the logs, and found the problem to be "WU" Windows update, so when i go to Windows Update, it gives me 80070005 too.
