Yeah you're able to play on PC with Nox. I meant that you have to install Pokemon GO from an apk file which you've downloaded using the Nox software, not your smartphone.
If you're using Nox, I've no clue whats wrong with your GPS configuration, I never had this problem. Just try to restart the software.

It is as safe as using our PokeFarmer bot, it´s possible to get banned for it if you're jumping around like a fool.
If you're new you're now at Sydney, you're able to change your location using the location button on the right side of the phone. Just enter a location or coordinates and then go with your mouse over the white field at the bottom of the location changer and press OK. Note: Only change your location if you're don't running the Pokemon GO software. If you got a soft-ban follow this to get yourself unbanned: walk to a pokestop, spin it and close it. You won’t be getting any rewards from it, however, doing so up to 40 times (or until you finally receive the rewards) will remove your soft ban.
No. You don't have to use your phone at all. Only the software called NOX App Player on your PC. The software will emulate a GPS location which you're able to choose by yourself as I recently wrote.
