Yea I can confirm kupo is broken, it simply checks whether the toon has thunder unlocked, not if it is castable, causing it to be...

Looks like its broken but for a different reason, will have to check on kupos BM, would not surprise me if its busted.

This looks like a bug with magitek, it's spamming something with the companion, i would report this to them.
